په یاد پروګرام کې د دولتي کارکوونکو د ارزونې د میکانیزمونو، اصولو او کړنلارو په اړه اړین توضېحات ورکړل شول، چې اصلي موخه یې د ارزونې پروسې سره د مدیرانو آشنا کول او د ملکي خدمتونو د اداري اصولو او مقرراتو په چوکاټ کې د اداري چوپړونو کیفیت لوړول دي.
