INTERNATIONAL COMPETITIVE BIDDING

1.         Ministry of Education of Islamic Republic of Afghanistan has received Grant from the Afghanistan Reconstruction Trust Fund (“ARTF”) administrated by the International Development Association IDA, World Bank toward the project name “Education Quality Improvement Project II (EQUIP II)” and it intends to apply part of the proceeds of this Grant to payments under the Contract for Chemistry, Biology & Physics’s Laboratory Equipments, against IFB No. MOE/G48/ICB.

 

2.      Ministry of Education, now invites sealed bids from eligible and qualified bidders for Procurement of Physics, Chemist & Biology’s Laboratory Equipments as illustrated below:

1.      The bidders may choose to quote for all or any one or more lots and each lot will be evaluated and awarded separately. Bidders who have not quoted for full quantity of the respective lot or quoted partially for a lot will be treated as non-responsive.

2.      Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits and is open to all bidders from eligible source countries as defined in the Guidelines.

3.      Interested eligible bidders may obtain further information from Ministry of Education (MOE) (email: awhanifi@gmail.comor aw.hanifi@moe.gov.af)copied to azizobaidi@gmail.comand inspect the bidding documents at the address given below from 9:00 hrs to 16:00 hrs on any working day from Saturday to Wednesday.

 

 

4.      Qualification Requirements Include:

After determining the lowest-evaluated bid in accordance with ITB Sub-Clause 37.1, the Purchaser shall carry out the post-qualification of the Bidder in accordance with ITB Clause 38, using only the requirements specified.  Requirements not included in the text below shall not be used in the evaluation of the Bidder’s qualifications. 

(a)     Financial Capability

The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):

The Bidder shall furnish documentary evidence that their annual turnover is more than 1.5 times the price of their bid. Alternatively they shall include a letter from a reputed bank indicating their financial status which shall include their ability to perform the contract of magnitude equivalent to the quoted price

(b)    Experience and Technical Capacity

The bidder shall furnish documentary evidence to demonstrate that it meets the followingexperience requirement (s)

·        Bidder must provide evidence of having executed at least one contract for supply of same or similar type of Laboratory Equipments within the period of last five years.

            The list of supplied Laboratory Equipments shall include:

-       Name and address of Purchaser with email address/phone No

-       Contract no and date.

-       Scheduled delivery date and actual delivery date.

-       Details of Complaint, if any, received from the purchaser about the performance of the equipment

(c)      The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the following usage requirement:

·         Manufacturer’s quality standard certificate.

·         Confirm the quoted products meet the specifications and testing standards and regulations as mentioned in Section VI (2) Technical Specifications

(d) Manufacturer’s Authorization Certificate in terms of BDS, ITB 19.1(a)

8.         Prospective Bidders are requested to participate in a Pre-bid Conference, which will be held on January 08, 2012 at 14:00hrs  at MoE Conference Hall, Deh Afghanan, Kabul, Afghanistan.

10.        Bids must be submitted to the address below at or before 14:00 hrs (Kabul Local Time) of February 06, 2012 (17/11/1390). Electronic bidding will not be permitted.Late bids will be rejected. Bids will be opened at 14:00 hrs (Kabul Local Time) of February 06, 2012  (17/11/1390)  in the presence of the bidders’ representatives who choose to attend in person at the address below All bids must be accompanied with a valid bid security of an amount indicated below in United States Dollar (US$)or an equivalent amount in a freely convertible currency.
